NC Senior Homestead Refund
Property Tax Relief for North Carolina Seniors
You worked your whole life for your home. You shouldn't be taxed out of it.
All across Henderson County, seniors tell me they're worried about keeping up with their property taxes. Social Security and pensions aren't keeping pace with rising costs. Nearly 3 in 10 senior households in North Carolina already spend 30% or more of their income on housing.
My plan
If you're 65 or older, you've lived in your home at least five years, and your household earns $75,000 or less, the state would refund half of your property tax bill, up to $1,200 a year.
For a typical Henderson County senior, that's about $900 back every year, for groceries, prescriptions, or home repairs.
Getting it would be simple: one application each year, with the refund sent directly to you.
Today's help leaves too many seniors out
North Carolina's current programs only reach the lowest income seniors.
The Homestead Exclusion only helps seniors earning about $38,800 a year or less. Earn a little more, and you get nothing.
The Homestead Circuit Breaker limits the tax for some seniors, but it doesn't forgive it. The rest becomes a lien on the home, with interest, that comes due when the home is sold or the owner passes away. Families are left with the bill.
That leaves out the seniors in the middle: retired teachers, nurses, mill workers, and small business owners living on Social Security and a modest pension. A retired couple earning $60,000 a year gets nothing today. Under my plan, they'd get about $900 back every year.
What makes it different
It's a true refund. There's no lien on your home and no debt left for your family.
It reaches the middle class, not just the lowest income seniors.
The state pays for it, not the county, so local schools, fire departments, and storm recovery aren't cut.
If you already get the Homestead Exclusion, you keep it.
A better answer than a statewide cap
The constitutional amendment on this year's ballot doesn't set any limit. It leaves the number to the legislature to decide later. A one size fits all cap on what every county can collect can tie local hands after a disaster like Helene. The NC Senior Homestead Refund sends relief straight to the seniors who need it.
It's been done before
New Jersey refunds half of seniors' property tax bills through its Stay NJ program. North Carolina can do it smarter, with a firm income limit and a dollar cap from day one.
